An intake is only as cold as the air it is fed. A ram air scoop directs outside air into the intake's inlet instead of leaving it to draw whatever is sitting in the engine bay.
The effect is largest exactly where it matters — at road speed, when there is air moving past the front of the vehicle to be caught.
