Hard starting below about 50°F, white smoke on a cold start, and a rough first minute are the classic signs of failed glow plugs. They fail individually, but a truck with two or three gone usually has the rest close behind, so they are replaced as a set.
These are the Motorcraft ZD-30, the correct plug for the 7.3 Power Stroke. Check the glow plug relay at the same time — a failed relay presents identically and replacing plugs will not fix it.
